It calls an html file which has the script, css and html written into the same page.
The Mosiframe Plugin then points to the file and calls the file into the Frame.
This is a useful Plugin if for example you wish to insert something between some text on your page or you do not have a Module position suitable to your requirements within the Template you prefer for your site.
